  1. Mix water with sugar, salt, stock, pepper and garlic
    1. In a pan, without turning the heat - mix together no1 with the flour. This can be use with wooden ladle or spatula. When it's all mixed, smooth and turn like a batter. turn the stove to medium and continue stirring using wooden stick or spatula till all looks a bit like a sticky and doughy. This should take about 5 minutes. Turn the heat off.

Fyi: the cookie shape is NOT normal, but I like it as I prefer to have more crispy texture when fried (google pempek for more type or shape).
  4. Boil lots of water in pan. This should be high heat, in mine its number 4. put a teaspoon of oil. Start putting the shape pempek into the pan, and wait till it float, this should take 5 minutes most. Dont overcrowd the pans. When it float, leave it there for Another 3 minutes or so.
  5. To eat: fry pempek in hot oil for about 5 minutes, just till it change color to bit brown. To serve, simply sliced them, put in a bowl. you can add cucumber sliced.
  6. Note: to keep in fridge, I usually used a bit of oil, just so it does not stick together, this is optional. If you want to freeze, simply put per portion in a plastic.
